Database on minimum wages for low-paid workers in collective agreements

Following a request from the European Parliament and decision from the European Commission, Eurofound was carrying out a pilot project on the 'Role of the minimum wage in establishing the Universal Labour Guarantee' in the EU from 2021 to 2023. The purpose of this pilot project was to provide data and research evidence that will feed into the monitoring of the Commission’s initiative on adequate minimum wages. In module 2 a database on minimum wage rates in collective agreements related to low-paid workers was developed.

  • Background information

    The database was developed and is maintained by Eurofound. It covers collective agreement texts from 2015 to 2022 related to a selection of low-paid sectors from all 27 EU Member States. By the end of 2023, the database contains coded minimum wage rates from 692 series of collective agreement texts (and where available, also the highest rates in these agreements were coded).

    The data presented on this page provide information on the minimum wage rates contained in individual collective agreements and additional contextual information on the agreement. The data should be read and interpreted in conjunction with the following sources:
